
CHANDIGARH, Punjab—Advocate Simranjit Singh, Chief of Punjab based Lawyers for Justice (LFJ), has appealed the Punjab & Haryana High Court by writing a letter to take suo motu notice of Vicky Gounder’s encounter claimed by the Punjab police. He has also asked the High Court appoint a serving judge to probe the genuineness of this encounter.
The Punjab & Haryana High Court has been apprised of the disclosures made by Vicky Gounder’s maternal uncle Gurbhej Singh and Prema Lahoria’s wife about the betrayal by Punjab police. Advocate Simranjit Singh has written that the duo gangsters had come to surrender before the Punjab police after taking Inspector Bikram Brar into confidence but the duo were shot dead.
Citing the Article 21 of Indian Constitution, Advocate Simranjit Singh has written that Article 21 guarantees that no citizen of India could be gunned down without following the legal procedure. “But the Punjab police’s team committed a severe violation of Human rights by gunning down these gangsters just to earn career promotions despite of the fact that they were ready to surrender,” he wrote.
Advocate Simranjit Singh has appealed the High Court to indict Inspector Bikram Brar under sections 302, 216 of Indian Penal Code. He has also questioned the DGP Suresh Arora for not indicting Bikram Brar under section 216 of IPC even after clarification by Vicky Gounder’s maternal uncle about his ties with Gounder.
Advocate Simranjit Singh has also expressed doubts that the Punjab police might also kill other gangsters like Kashmir Singh Galwadhi in future to earn career boost. He has told the Court that Punjab police or Punjab government’s investigation in this concern couldn’t be relied upon as the Punjab police cops these days were being encouraged to commit extrajudicial activities.
Copies of this letter have been also sent to the Governor of Punjab, Governor of Rajasthan and President of India.
